Regulation is contested
Critics say Texas foster care rules are duplicative and do not improve safety, which adds cost and delay to launch.19

The Google contract-price query has no direct competitor in its top 3 results, a cheap place to reach buyers.

What the idea covers
- ›Availability, minimum order — Adds therapeutic beds for foster teens, which addresses the placement shortage, but six beds is a small increment.
- ›Quality — Small home size may improve individual attention, but quality of care depends on clinical staffing not described.
- ›Other — The single other complaint is not described, so coverage cannot be judged.
The customer's voice
I’ve encountered homes that forbid phones, restrict leaving or visiting friends and family, disallow cooking, and control shower times and downtime.
a shortage of employees means the problematic ones remain, and the children suffer.
I think a big problem in many of these facilities is that the majority of the staff are not required to have any education and are offered minimal training.
They aren't paid well and are often overworked.
The role was made tougher by a lack of funding, insufficient training, and limited resources, which hindered our ability to perform effectively.
Foster parents can and do often reject placements which has created an ever larger back log of kids in county shelters awaiting placement.

Fitting monetisation models
- ›pay per purchase — State pays a daily per-child residential contract rate, matching a per-day purchase model.
- ›license — Licensing revenue to other providers is unlikely to be the core model.
- ›subscription — Recurring contracts exist but are per-day rather than subscription.

Where the score comes from
The price's basis: Willingness-to-pay quote lists $227.34 per day for a general residential operation; purchases per month assumes a full 30-day month per bed.
The estimate does not hold: on the category's norms LTV/CAC comes out above 20 or a customer pays back in under half a month, which no real business shows — the prices found or the purchase frequency do not fit this idea. Count it on your own numbers: the price, the purchases a month, the margin and the cost of a customer.
